Move over DUNS SAMMI is coming.

$41.75 Millon award to Ernst & Young for Entity Validation Services

The General Services Administration (GSA) awarded total base and all options value a $41.75 million contract to Ernst and Young LLP.  The Entity Validation Services contract for (NAICS Code 561450) Credit PSC Code( R 611) Support Administrative: Credit Reporting Bureaus services with Ultimate Completion date of 3/17/2024 was awarded a firm fixed price contract on March 15, 2019 with a one year base and exercised options value of  $8,833,095.00 with four-year options, for the System for Award Management (SAM).  Dun & Bradstreet, the incumbent, has held the contract to assign a unique entity identifier (UEI) for 20 years. The government adopted  D&B's proprietary Data Universal Numbering System or known as (DUNS®) in the 1990s. Many believe D&B used this proprietary numbering system although free to business to "milked" additional services from the 300 million-plus businesses with assigned DUNS numbers.

 

Q.  What is DUNS?

A.  The DUNS numbering system is a proprietary Data Universal Numbering System owned by D&B.

 

Q. What is SAMMI?

A. The government will be transitioning away from the DUNS numbering system to a new unique entity identifier (UEI) government owned. The new UEI for SAM will be called SAM Managed Identifier (SAMMI).  SAMMI will validate the vendor’s information and electronically shares the secure and encrypted data with the Federal agencies; finance offices to facilitate paperless payments through electronic funds transfer (EFT). Additionally, SAM shares data with government procurement and electronic business systems.

 

Q. You might be asking yourself "Will I still need a DUNS number to enter SAM?"

A. Yes, all activities related to D&B and the DUNS number will remain the same during the transition. The DUNS will continue to be needed to begin your registration", before starting SAM and for any updates, to your company including name and address all such updates must be entered D&B before updating SAM.

 

Q. When will the new SAMMI have to be used?

A. The implementation period will use a phased approach with a yet to be announced 2020 date for full implementation  within SAMMI and the Integrated  Award  Environment  (IAE) as a primary key to identify every existing and new entity within SAM.gov.

 

Q. How will the new system impact the Federal Procurement Data System (FPDS.gov)

A. Beginning in FY2020, submission of awards data to FPDS will utilize the SAMMI to identify the entity receiving the award. For historical purposes, DUNS information will continue to be available for awards made before to SAMMI transition.

 

Q. What will happen with the CAGE code?

A.  As long as you keep your SAM Registration current each year before its expiration date, your CAGE Code will automatically renew. However, if your SAM Registration expires,  your CAGE Codewill expire," at the time. If your SAM Registration is updated, the CAGE Code will automatically renew as well.
